Description

This dataset contains the complete calibration and analysis materials for the study "When does adversity enable adaptation? A configurational study of public infrastructure oversight", a fuzzy-set qualitative comparative analysis (fsQCA) complemented by necessary condition analysis (NCA) of 42 Brazilian public oversight institutions (federal, state, and municipal Courts of Accounts and Comptroller offices), calibrated from 44 semi-structured interviews with infrastructure auditors. The file comprises eight worksheets: README, with an overview and navigation guide; PROTOCOL, describing the three-stage calibration procedure, including the structured second-pass revalidation of all scores against the verbatim transcripts; RUBRICA, with the four-point anchor definitions (0, 0.33, 0.67, 1) for the five conditions and the outcome; CONDITIONS_DETAIL, with the conceptual elaboration of each condition; SCORES_FINAIS, with the final case-by-case fuzzy-set membership scores for all 42 cases; CHANGELOG, documenting every score correction produced by the revalidation, with the evidentiary basis for each; NCA, with the ceiling-effect estimates, permutation tests, and bottleneck analysis supporting the necessity-in-degree assessment; and ROBUSTNESS, with the detailed results of the sensitivity checks on consistency thresholds, frequency cutoffs, calibration anchors, and case clustering. Interview transcripts are not included owing to confidentiality commitments to participants; cases are identified only by anonymized codes and institution type
