Steps to reproduce
1. Data Collection: * Identification of Relevant Documents: Internal documents of BPKP, relevant to data governance and digital transformation initiatives, were systematically identified and collected. These documents include internal policies, SOPs of supervisory information systems, strategic roadmaps for digital transformation, budget reports related to IT and data management development, technical documentation of key systems, and national regulations adopted by BPKP. A comprehensive list of these documents is provided in “Document List” * Selection Criteria: Documents were selected based on their relevance in providing evidence or descriptions of BPKP's practices, policies, structures, or capabilities directly related to the five dimensions of the TDWI Big Data Maturity Model. 2. Extract Data: * In-depth Reading and Initial Notetaking: Each identified document was thoroughly read to understand its context and content. Initial notes or memos were made regarding emerging ideas and observations related to data management practices. * Development of Extraction Tool (Findings Matrix): A findings matrix was developed to facilitate the extraction process. Relevant units of information from the documents were recorded as 'Findings' (F1 to F18). Each finding was assigned a thematic 'Coding' referring to key concepts from the TDWI dimensions and DMBOK knowledge areas. This matrix is presented in “Findings”. 3. Analyze Data: * Content and Thematic Analysis: Extracted and coded information in the findings matrix underwent further content and thematic analysis. Evidence from documents was systematically categorized into the five TDWI dimensions and their specific indicators. Recurring patterns, strengths, and challenges related to BPKP's data management practices and analytical capabilities were identified. * Mapping to TDWI Dimensions: Each relevant finding was carefully mapped to one or more of the five TDWI dimensions, acknowledging their multidimensional nature. 4. Quantification and Interpretation: * Synthesis of Evidence: All analyzed and mapped evidence was synthesized to form a comprehensive understanding of the actual condition within each TDWI dimension at BPKP. * Maturity Level Assessment: Based on the synthesized documentary evidence, supplemented by limited participatory observation and member checking , a maturity score was assigned to each indicator. These individual scores were then aggregated to yield a final score for each TDWI dimension, following the established criteria and calculation formula. This detailed assessment is provided in “Findings” * Identification of Gaps: The maturity assessment results were used to identify BPKP's strengths and areas for strategic strengthening, specifically detailing the gaps between the current (As-Is) and ideal (To-Be, Level 4) states.
