This is a qualitative study, based on the constructivist paradigm and utilizing Fourth Generation Evaluation. Interviews were conducted with eight Family Health Strategy professionals, and document analysis was carried out to assess the implemented actions. Data collection took place between December 2024 and January 2025, with analysis performed using the constant comparison method.

Data collection was organized into two main stages, complemented by an additional stage: 1. Initial mapping: In-person visits were conducted at the 18 Primary Health Units (UBS) in the municipality in December 2024 to identify Health Promotion (HP) actions carried out throughout 2024. A semi-structured interview was conducted with managers or designated professionals, addressing actions implemented, duration, average number of participants, professionals involved, and resources used. After this phase, units that did not carry out specific actions for older adults were identified, and one of them was randomly selected for further exploration in the next stage. 2. Hermeneutic-Dialectic Circle (HDC) 15: At the selected UBS, located in a neighborhood with high social vulnerability and a significant number of Haitian immigrants, the HDC began with an interview with the unit manager, who formally received the invitation and passed it on to the team.
