Governing the Ungoverned: A Multi-Dimensional Data Analysis of AI Governance Readiness Across Indian States
Description
This dataset accompanies the paper "Governing the Ungoverned: A Multi-Dimensional Data Analysis of AI Governance Readiness Across Indian States" (Gilbert, 2026). It combines six publicly available datasets into an original AI Governance Readiness Index covering all 28 Indian states and 8 Union Territories. The composite index is built from seven weighted dimensions: Digital Infrastructure (25%, from urban internet users, tele-density, and e-transaction data), Governance Quality (20%, from SDG 16 and SDG composite scores), Innovation Capacity (15%, from Atal Labs presence and per-capita NSDP), Welfare AI Performance (15%, from DBT delivery scores), Digital Safety (10%, from inverted cybercrime rates), Literacy Foundation (10%), and AI Policy Activity (5%, from a 0–3 policy-presence rubric). The dataset includes each state/UT's raw indicator values, normalised dimension scores, final composite readiness score, national rank, and tier classification (Advanced / Emerging / Developing / Nascent). The accompanying Python code (Jupyter notebook) performs data cleaning and normalisation, calculates the composite index, runs the correlation analysis between readiness and welfare delivery performance, and generates all six figures included in the paper (choropleth map, ranked bar chart, scatter plot, heatmap, regional radar charts, and regional box plot).
