This dataset contains the results of a systematic literature review conducted for the article “State, Institutional, and Organizational Capacities in Disaster Risk Management”. The dataset includes: Search results retrieved from the Scopus and Web of Science platforms, including all records obtained through the defined search strategies. Screened and eligible articles, after applying the inclusion and exclusion criteria. Data extraction sheets, containing the coding and variables related to state, institutional, and organizational capacities, as well as the phases of disaster risk management addressed in each study. The dataset allows other researchers to verify the review process, reproduce the selection and extraction steps, and reuse the data for further studies on disaster risk management capacities.

Data Collection and Methods The dataset was generated from a systematic literature review (SLR) following established protocols adapted from PRISMA (Moher et al., 2009), as commonly used in interdisciplinary areas such as public policy and disaster risk management (Ryan et al., 2020; Ogie et al., 2022; Ferreira et al., 2023; Sadiq et al., 2025). The review was conducted in six steps, using the Parsifal platform to organize and manage the workflow: Definition of research questions – the main question and five specific research questions guided the study. Definition of search strategies – keywords related to “state”, “institutional”, and “organizational” capacities, combined with “disaster” and “risk management”, were used. Boolean operators and wildcard characters ensured comprehensive coverage. Search execution – performed in Scopus and Web of Science for publications between January 2012 and December 2023. Title and abstract screening – 404 records were screened based on predefined inclusion and exclusion criteria. Full-text reading – 90 articles were analyzed in detail in pairs; 74 were selected for data extraction. Data extraction and analysis – coding of state, institutional, and organizational capacities, including DRM phase and other relevant factors, was performed. Inclusion criteria: articles discussing state, institutional, and/or organizational capacity in DRM, published in English, Portuguese, or Spanish, and fully available online. Exclusion criteria: duplicates, secondary studies (e.g., other SLRs), editorials, opinion papers, and studies unrelated to the core concepts. No pre-registration of the review protocol was conducted, as this is not standard in DRM-related studies, but the process follows widely accepted SLR methodology.
