Description

This dataset documents participatory futures workshops held in 2026 with two rural drinking water committees (Comités de Agua Potable Rural, APR) in the interface zone of Cerro Castillo National Park, Aysén, Chilean Patagonia. The two committees were selected because they contrast on institutional phase: one has operated a supply system since 1989 (APR-A, mature operational phase); the other was constituted in 2019 and does not yet have infrastructure (APR-B, pre-operational phase). Committees and participants are not named. The workshops combined two participatory instruments. The World Mandala was used to build a systemic reading of the territory across twelve interdependent domains, worked on a large-format map with modelling clay, drawings and a woven yarn network. The Three Horizons framework was then used to move from a diagnosis of the present system (H1), through a desired future (H3) and examples of that future already present, to the transition actions that would connect them (H2). Suitable for reuse in research on community water governance, collective agency, participatory futures methods and rural territorial change.

Steps to reproduce

The dataset contains ten sheets. The core file records 183 individual contributions, each with committee, participant pseudonym, role, horizon, thematic label, analytical summary and source text, in Spanish with English translations throughout. Transition actions carry a classification distinguishing transformative innovations (H2+), which change who decides, at what scale, or whose knowledge counts, from adaptive innovations (H2−), which improve the organisation's operation within existing relations, with a hybrid code where components pull in both directions. Supporting sheets provide committee-level demographics, the eight-criterion case selection assessment, the scenarios and scope statements used to open the sessions, the World Mandala node responses and a coded edge list of the connections participants made between domains, research-team readings of the material artifacts produced, and each committee's own validated groupings of its material. A speaker-role field distinguishes participant speech from facilitator and research-team contributions, and from formulations drawn from the validated reports returned to each organisation. Data were collected in Spanish and de-identified: person and place names are replaced with placeholders, participant pseudonyms do not correspond to codes used in associated publications, roles are generalised, and age and gender appear only as committee-level counts. Audio and video recordings, transcripts, photographs and the code-to-identity table are not released and are not available on request; the approved consent restricts recordings to internal use and requires their destruction after the retention period. Release of this anonymised derivative is made under the provision of that consent permitting indefinite retention and reuse of fully anonymised data.
